1. Introduction

Women's Rehabilitation Center ( WOREC ) Nepal, a national non government organization has been struggling towards women rights and social justice since its inception in 1991.WOREC has been leading violence against women campaign and economic, social and cultural rights campaign. Violence against women campaign comprises women human right defenders' recognition and security, anti human trafficking programs and women empowerment programs ; and food security , health rights and safe migration right  are components under Economic, social and cultural rights campaign that WOREC has been advocating.

To establish social justice WOREC Nepal has been promoting and strengthening community based organizations by conducting programs form rural to international levels. Women and children are discriminated in the field of education, health and nutrition and women trafficking are considered violation of fundamental human rights. To end all forms of discriminations and violence of human rights, WOREC has been advocating to ensure specific women rights.

WOREC Nepal has organized four days strategy workshop to set new strategic directions for coming five years, by protecting achieved women rights, with active involvement of board members, staff, including local people and human right activists at Godawari Asram in Lalitpur on 24-27 June, 2009. WOREC has been lunching its activities according to regular strategy planning since 1996.

1.1 Characteristics of this Strategy

This strategy paper is formulated on the basis of previous strategy paper (2004) of WOREC. However, some new directions hold by this strategy paper is as follows

1.    Clarity in Campaign: WOREC had been operating its four campaigns previous years. They were violence against women (VAW) campaign, women human right defenders (WHRD) campaign, economic, social and cultural rights (ESCR) campaign, and Anti-trafficking and safe migration campaign where as in this strategy paper all of the four campaigns are incorporated in two campaigns i.e. VAW and ESCR. WHRD campaign, anti-human trafficking, and women empowerment programs are inserted in VAW campaign. In ESCR campaign, right to food, right to health, and right to safe migration are incorporated.

2.    Violence against Women and analysis of its causes: Previous strategy paper was described without inclusive analysis of problems but this strategy paper has fully described causes and contexts of violence against women.


3.    Emphasis on women centered social justice: The previous strategy emphasized over all human rights and social justice where as this strategy paper stresses social justice for women free of violence and guarantee their economic, social and cultural rights for social justice.

4.    Changes on concept of primary stakeholders:
WOREC Nepal had been focusing on the capacity building of the community based organizations for the sake of women's rights in the previous policy. But this paper has emphasized women's rights and women human right defenders' own grass root based organization and women are presented as the beneficiary for over all social justice.

5.    Identification of clear human resource structure for the implementation of strategy: In the previous operation policy mobilization of human resource was not clearly mentioned but in the current strategy paper has presented the clear road map of the organization structure as well as clear format of human resource mobilization.


2. Context Analysis
Various types of violence are increasing in the existing situation of political instability and impunity in the country. On the one hand criminals are being saved and the rates of violence against women are increasing on the other hand. Moreover, rural poverty and illiteracy has been pushing women backward. It had negative impact in all spheres of life, for example uterus prolapsed is the cause of negative impact of violence and poverty. Uterus prolapsed is women health problem due to poor physical health and lack of proper care during child birth. In the name of culture and religion women are compelled to follow various types of evils practices with in family. In the family, nutritious foods in case of are served at last when all family members are fed. Became of patriarchic hegemony male domination is taken for granted in social spheres of women's life. These conditions further weaken women in the society. 
Similarly, in economic sector, women's work hasn't been counted as work even though they are equally participated on productive work. Food insecurity became intensive because of international economic crisis and price hike. It has relative impacts of all people and women became more vulnerable. Due to theses insecurity, women's economic social and cultural rights are not ensured. Above mention causes multiply violence against women. They are obligated to be silent by society and family however violence against women accelerates.

When next women raised the voice of anti-violence on the side of victim women, various types of threats, terror have been shown to dismiss the cases. Women Human rights Defenders, who speak against suppression and exploitation of women are being attacked time and again. The security of women human right Defender is not ensured. Lack of safe shelter and environment, victims of violence against women can not speak for the sake of justice. To implement this action plan state seems completely passive.
Almost societies try to control violence against women but in reality cases of violence are either not disclosed or ignored. Violence against women is the product of globally asymmetrical and unjust power relation between men and women and social and cultural discriminatory traditions are further strengthening. Gender inequality and violence, lack of state safe shelter and effective state mechanism, violence victim women are compelled to bear further severe violence.
Women are forced to search job inside country and foreign land because of chronic poverty, illiteracy and unemployment in the country. They are involved unsafe sex market due to lack of safe migration information and training both in and out of the country. In course of their involvement on sex market various types of violence victimize them further.
 Males have been dominating human right movement form very beginning in Nepal. Women Human right Defenders are marginalized within human right mainstream.  

2.1. National Context
   Political awareness has been started in the communities. Women literacy rate and educational status has been increasing. Women have started to elevate voice for their rights, access and control over resources and participatory decision making process. Women from landless, Dalits and marginalized communities started to unite violence against women. In spite of various challenges in the societies, human right perspective has been developed. Large numbers of women from marginalized communities including Dalits have been participated Constitutional Assembly to insure own rights in constitution making process. At local level, Non government organizations have been continuing social campaigns for social development; social justice and ensuring human rights.

     Nepal has rectified important international conventions including international convention on economic, social and cultural rights (ICESCR), International convention on civil and political rights (ICCPR) convention on the elimination of all forms of Discrimination against women. Gender based discriminatory laws have been called void and domestic violence law have been passed but expected changes on attitude and has not been observed in social mind set and attitude which is challenges for implementation of existing laws.

  Nepalese women are constrained silently to bear various types of violence that are covered almost daily news. According to a study report 77 percentage of women violence occurs with in the family and 13% violence cases are caused by other persons 1. Among the victims of domestic violence 58% women have been bearing physical violence everyday. Women Human right Defender women have been also undergone physical; mental and social violence in the society. Each year, 12000 Nepalese women have been affected by trafficking and large numbers of girls have been living life of slave in side the country 2.

  There is urgent need of food support for 2500000 people in rural areas of Nepal. Almost 30 percent of women have been bearing problem of uterus prolaps 3. Chronic pitiable situation is created because of price hike, food inadequacy and food store in rural areas. Excessive increase of price, 3900000 Nepalese are at the risk of food insecurity that is paradox and shame for the country because 68.67 percent people dependent upon agriculture in Nepal 4 
The number of women foreign labor migrants has been increasing day by day. More than 500 youths migrate foreign countries in search of employment everyday and lack of proper pre-departure information and  training they have been ended up to trafficking, sex violence, cheating including severe violence of human rights.

  Political instability is main obstacle to implement government's programs policy and existing laws are not suitably implemented in the country. Government has not strong monitoring and evaluation structure. Promoted impunity culture has supplementary challenges to the right based organizations. Minimum conditions of human rights and women rights have not fulfilled. Worst type of violence against women: rape, trafficking, murder cases are increasing. To establish society based on social justice, gender equality by eliminating violence against women and vicious circle of poverty created through economic, social and cultural injustice and bias need to convert existing roots of patriarchal structure from the society.

2.2. International Context
Many decades have been passed on the existence of the international convention on elimination of all form of discrimination against women to protect and promote women rights. Globally, women are being united and organized international conferences. Feminist leaders and organizations are struggling to ensure women rights in each country.

   In spite of many attempts to end violence against women, poverty and social injustice, visible improvement has not appeared on gender and class inequality. Violence against women and children exist in all nations and continent. According to a research data, 6,00, 00,000 girls have destroyed by identifying sex in the womb. 400000 people have become victims of human trafficking in each year and among them, 80% were women . Due to open boarder between India and Nepal, woman and girls trafficking has been increasing. More than 200000 Nepalese women have been sold in different brothels of India.  

 Developing countries have been suffering form poverty, starvation, international debt crisis and violence. Because of this, violence against women is increasing. Globalization of market supports to control over resources and knowledge upon limited people and multi-national companies which have been the center of power and property.
    Materialization and activeness of WTO challenged the rights autonomy of developing countries. New liberal economic system has been promoting privatization of infrastructure of development especially, education, health, drinking water and means of communication. States are slowing taking hand out from own responsibility. Millions of marginalized and backward communities are compelled to pay high price to get basic facilities infra-structure development or they have been deprived form such facilities.

   Reduction on food production and technological development of bio-fuel production has been mounting food crisis globally. Due to this heavy price increased on food product further victimized poverty-stricken communities and pushed them on severe starvation. Study report of Oxfam international shows that 290000000 people need food for current life and almost 25 percent or 2.6 billions people have been living with out minimum need of food production . Many people have lost their job due to global economic crisis and developed countries have reduced budget amount of economic support to developing countries.
    Poor and marginalized of people are not getting justice due to paradoxical concepts of human rights and globalization (open market policy). Mostly women have been affected from patriarchal social structure, unjust and unequal power relationship, social discrimination and domestic violence. Therefore, women's right against hunger, right to health, right to education have been violated.

3. Goal Setting
    WOREC believes that violence against women is the product of economic, social, political and cultural practices in which Dalits and marginalized communities women are deprived to ensure their rights and right to dignified life. According to WOREC Nepal, violation of women's civil political economic, social and cultural rights means violence against women.

  Beside this women are more victimized gender based violence like sexual, domestic and mental violence. Women have been victimized of violence because of unequal power relationships between men and women, gender discriminatory policy and laws, lack of access and control over resources and lack of control over own body. Because of the unequal power relations and distribution of resources few people became rich, powerful and remaining sections have been gradually degrading power, property and access in the society. Society based on social justice is the society where all forms of discrimination have been eliminated. WOREC Nepal dreamed the society based on social justice and women free form violence. Women constitute more than half population but they have been living injustice and discriminatory social condition that situation is extreme condition of human rights violation. Without respect, promotion and protection of human rights, prosperity of country or social development and peace can not be predictable. Therefore, WOREC believes that without elimination of violence against women and assurance of economic, social and cultural rights including food security and health right, peace and social prosperity are impossible. On the basis of this background WOREC sets followings vision, mission, goal and norms and values for coming five years.

3.1 Vision

Society based on women's rights guaranteed social justice, is WOREC Nepal's vision.

3.2 Mission

WOREC Nepal will continue campaign for the promotion of Human rights and sustainable community development based on social justice.

3.3 Goal

Ensuring economic, social and cultural rights and minimization of violence against women through women empowerment is the goal of WOREC Nepal.

3.4 Objectives of strategy

a. To organize and mobilize women to ensure their own rights and to end violence against them.
b.    Capacity building of women right activists and target groups to enhance women's rights.
c.    To advocate and organize campaigns for social justice and women's right.
d.    To sensitize mass for transformation of the culture based on patriarchal norms and values into culture based on gender equality.
e.    To coordinate with the institutions and peoples' organizations having common objectives.

3.5    Core Values

  Social justice, Honesty, Unity, collective leadership lead by women, Loktantric system, and volunteer spirit, right based approach, conservative and promotion of natural resources and advocacy based on factual data are core values of WOREC Nepal.

4. Strategy Direction

   As the main goal of WOREC is to minimize violence against women through ensuring economic, social and cultural rights of women, WOREC will go ahead with two strong integrated campaigns to achieve its goal. VAW campaign and ESCR campaign will be integrated in all programs of WOREC Nepal. Based on the objectives of this strategy, women will be organized in both campaigns, developing the capacity of women human right defenders as will as the target group, advocacy for women rights and social justice and the strategy of common awareness and coordination will be adopted.

5. Working Area
   

   To ensure women's rights WOREC Nepal has covered Morang, Sunsari, Udayapur, Siraha, Dhanusa, Kathmandu, Dang and Kailali districts. Its women human right defender network has covered almost 70 districts of Nepal. This strategy plans to expand the network in all 75 districts.

6. Monitoring and Evaluation

   Participatory monitoring and evaluation with target group and stakeholders in working area will be conducted by branch office human resources and in central level programs and campaign will be reviewed quarterly, half yearly and annually. At least one time in each six month programs monitoring and evaluation will be conducted and prepared report on certain structure by program planning and monitoring unit. After completion of each activity of the organization, program review, strength, weakness and its contribution to meet goals will be continuity monitored. In addition, at least two time in a year and need base monitoring will be conducted by building a team of executive committee. Evaluation and progress will be measured on the basis of strategic direction and objective of the organization. Evaluation specially will cover two aspects-working system and achievement of programs and campaigns.
At the end of implementation of this strategy planning, neutral external evaluator will evaluate whole programs, working style of campaigns, system and achievement and revise on the basis of the strategy. Detail evaluation structure and indicators of change will be set by team of senior managers of the organization and executive director.  During the strategy period, WOREC Nepal will focus on institutional development to achieve its goals. For this, following strategies of activities will be put ahead.

7.1 Capacity Building

WOREC has own major strategy of capacity building of its own staff, activists and local groups. The process of capacity building continues through campaigns and activities within the campaigns.

7.2 Coordination, Networking and Co-working

Coordination with National, international, local, government and non government organizations to gear campaigns and continuation of coordination, cooperation and co-working with like minded organizations and their networks is strongly preferred strategy of WOREC Nepal.
 

7.3 Monitoring and Case Documentation of Women Rights Violation

   Case documentation tool plays great role on advocacy to minimize violence against women and protect woman human rights. Case documentation helps to analyze types of violence, nature of violence, degree and frequency test and supports to achieve social justice on the basis of evidences. Therefore, monitoring documentation of women human right violation is taken as major strategy of the organization.
 

7.4 Advocacy

  Being a right based organization; advocacy is one major strategy of WOREC Nepal. Mass sensitization and issue based advocacy will be strongly continued in different campaigns and activities in coming days. Mass based program to media advocacy, community level to national and international level advocacy is adopted by the organization. Its advocacy will be based on analysis of information, case research, documentation and established theory of social justice.
7.5 Facilitation
    Working on right based approach, when duty bearers removed from duties, their responsibility should be internalized. State is ultimate duty holder however individual of the society are responsible to protect and promote rights of woman during violation of rights. In this situation, group facilitation is considered essential. During this strategy period, WOREC Nepal will acknowledge facilitations as strategy to pick up the pace.
   
7.6 Research and Dissemination

    WOREC Nepal, working on right based approach, will prioritize knowledge and data based advocacy. It will provide clear alternative ways when counter certain principles or activities. WOREC will hub on studies research and their dissemination to support fact based advocacy.

8. Implementation of Strategy Planning

To implement present strategic planning in appropriate manner, WOREC Nepal will build up suitable institutional structure along with emphasis on proper mobilization of different resources.

8.1 Institutional Structure
     General assembly, as policy making body of WOREC Nepal, comprises ordinary and complimentary members. Institutional policy will be set appropriate consultation and participation of local level groups.

8.1.1 Executive Committee

 In WOREC Nepal, nine members executive committee will direct on policy level planning, direction, control and coordination. Executive committee members are expertise in various fields. Executive committee including chairperson election will be held once in two years. Chairperson provides leadership to the institution. Besides, executive committee nominates technical advisors to enhance inputs in different activities of the campaigns.

8.1.2 Advisory Committee

  With the agreement of executive committee, professional expert from various fields are nominated to constitute advisory committee. The committee provides adequate advices and suggestions to take pace of the organization.

8.1.3 Institutional Secretariat

To operate day to day activities the organization has its central office under the supervision of Executive Director. There are program development, coordination and quality measurement unit, program planning and monitoring unit, research and documentation unit, administration coordination unit, and financial management unit in the office. Through these units, to operate day to day activities of institution, executive committee will manage staff as per the need of organization.
 

8.2 Human Resources Mobilization

  With in the period of the strategy, the organization will be developed itself as learning institution. This space is not only for the community people but also concentrate on the capacity building of own employees. While developing the human resource, WOREC will regularly orient own staff about the women rights and social justice.
    During the period of the strategy, WOREC Nepal will make policy for sustainable management of human resource. This policy, in addition to other, will establish standard mechanism of staff hire, human resource planning, conditions of service and facilities, staff orientation training, transfer, promotion, work evaluation, and rules and policies related security of staff. During the period, WOREC will create a forum to exchange ideas, expertise and experience among staffs. This forum is expected as a support for institutional development.

8.3 Institutional Development

   Institutional Development is essential to ensure woman right cooperating target community. WOREC Nepal gives stress for institutional development in this strategy period. For this following aspects will be focused.
 

 8.3.1 Developed as Resource Center

   WOREC Nepal will be developed as resource center for study, research, documentation and publication of woman rights based social justice materials.   
8.3.2 Office Management and Policies
    WOREC has recently reviewed its own official policies. This revised policy will be applied for coming five years.

8.3.3 Woman Empowerment

   WOREC Nepal will continue and promote women empowerment from community to different levels in coming days. Ensuring women participation in all sectors to promote social justice will be prioritized by WOREC.

8.3.4 Horizontal Structure

    To make quick and effective decision making process and less bureaucratic, organizational structure will be horizontal. Thorough this horizontal structure of institution all campaigns and programs will drive ahead.

8.3.4 Capacity Building

    WOREC Nepal will focus on capacity building and leadership development of women's mass organization, community based organization, women human right defenders including its own staff.

8.3.6 Local Fund Raising

   To continue sustainability of organization own core fund is essential. WOREC Nepal will put stress on local fund collection strategy in addition to specific program based donor agencies budget in coming days.


9. Transparency and Accountability


    All programs and campaign of WOREC Nepal will maintain external and internal transparency and accountability.
9.1 Following methods will be applied for internal transparency
•    Each unit has to present own program planning, progress record and challenges in review meeting. Whole programs and campaigns will be simultaneously reviewed.
•    Report documentation unit will provide programs of organization to all staff. All collected reports will be managed and saved in digital library.
•    In course of transparency, it will hold two ways accountability: center to community and community to center.
9.2 Following methods will be applied for external transparency
•    Detail description and budget of campaign and programs will be submitted on social welfare council regularly.
•    Documentation unit will properly collect and publicize program reports of the organization. Reports will be kept in website regularly.
•    Regular social audit will be conducted in targeted groups and areas.
•    Account audit and evaluation will be done by external resource person.
•    Maximum participation of target groups and stakeholders will be guaranteed in course of programs planning of the organization, implementation of programs including monitoring and evaluation.

10. Risk and Risk Minimization

   Woman human right defenders' campaign will be focused to minimize possible risk and violence form state and non-state actors. WHRD networks will be strengthened to minimize risk.
    World economic crisis will affect possibility of economic support to the organization. To maintain reduction administrative expenditure will be minimized and take steps to mobilize community resources for sustainability of programs. To minimize effects of impurity saved criminalization, activeness of insurgent groups, political instability and strike conscientious programs will be started.
