Founded in 1991, Women’s Rehabilitation Centre (WOREC) is a national level leading NGO working in Nepal from local to global level with feminist values to support and bridge collective actions for women rights and feminist movement. Together with collaborators from a diverse range of feminist human rights movements and networks, WOREC works to advance the rights of women in diversity. WOREC advocates for affirmative structural and social changes influencing national and international actors. WOREC works for the protection and promotion of women's human rights and social justice with the campaigns against violence against women, and women's economic, social and cultural rights. WOREC is active nation-wide by its presence with central office in Lalitpur, provincial and district offices in 6 provinces. Job Description

The PME Manager will lead on PME system implementation, planning, review and evaluations, PME budgeting, as well as support to proposal writing and program development. The position will ensure that all programs are supported to ensure quality, effectiveness and appropriateness. It will be important for the Position to capture lessons learned and communicate the information in various capacities to improve on-going and future programming. PME Manager will guide to maintain an effective monitoring system across all programs, campaigns and sectors thematic areas to assure the quality of interventions. The PME Manager will lead on building capacity of staffs and allies on monitoring, evaluation, accountability and learning (MEAL) particularly on accountability, learning and participation. The PME Manager will work under direct supervision from Program Operation Manager with the guidance of Executive Director and support from all the Program Officers, Program Coordinators and Database and Documentation Units, lead and guide support in data collection, analysis, and track activities implementation, achievements and good practices to help ensure accountability and efficiency from start to end of all programs, both new and established within the organization and its outreach. The Manager will work together with the program, knowledge management and account units and provide technical support, work closely with program teams to develop project proposals, assess field conditions, impacts of program/projects, support capacity building initiatives, and collect and analyze the quality data (qualitative and quantitative data) under the supervision of Executive Director.

Duties and Responsibilities

A. System Design, strengthening and Promoting PMEAL

  • The PME Manager will be responsible to develop and implement Results-Based programming with Monitoring, Evaluation (M&E) and Learning System. For this, Manager will work in coordination with relevant program and research team members to design formats, tools and formal M/E and Learning guidelines per program, campaign and project for data collection and documentation and provide program related insight to the Central, Provincial and District level staffs and WOREC’s outreach (CBOs, partner NGOs, Community groups etc).
  • Lead on the development and oversee the roll-out of an organizational feminist Planning and MEAL system ensuring accountability to community, women and youth's collectives and partners. 
  • Coordinate with relevant internal and external stakeholders, prepare and update formal guidelines, technical tools and standards for M/E and learning activities and promote the use of M/E and Learning process in line with organization’s norms and standards for monitoring and evaluation purpose.
  • Lead for program implementation planning and monitor target vs achievement of the planned activities along with budget Vs expenses (financial monitoring) on monthly basis. Similarly, assess the implementation status, achievement, outcomes and impacts of all programs and projects. Work with respective Program Coordinators to support in documentation, record keeping and reporting of achievements based on the theory of change, result or other matrixes of the projects.  
  • Promote all aspects of Planning and MEAL to support the creation of an organizational culture which prioritizes quality programming. 
  • Analyze case study, success story, case documentation accordance to interventions made by the organization (case stories related to right to work, food, sustainable livelihood, health, mobility and access to justices) through different thematic campaigns with support from Database and Documentation Unit.
  • Validate, analyze and utilize the data and recommend necessary corrective measures for the improvement of the program under movements and campaigns. 
  • Develop and review mid-term and annual progress M&E reports of organization. Similarly, support in validation of data in the narrative reports of each program and projects. 
  • Plan field visit in a periodic basis to capture and record success stories, good practices, achievements and impacts of campaign/program/projects along with cross verification of data provided from field as part of the monitoring and evaluation system. 
  • Contribute to the campaign as per the requirement inside the organization and attend relevant internal meetings, workshops and other discussion forums.
  • Attend related internal and external meetings, workshops and other discussion forums organized by organization, partner and donor agencies.

B. Promoting Learning for Strategy Development and Decision Making

  • Ensure that information and data brought together and findings from across thematic and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization.
  • Lead on monitoring and improving the synergy and integration of thematic programs to enhance delivery of outstanding results for communities.
  • Communicate top level learning/analysis reports and monitoring data to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges.
  • C. Education Qualification and Skills
  • Master’s degree in social science, law, business administration or other related field 
  • At least five years of experience in similar position.
  • Have methodical and strategic thinking and good communication skills.
  • Excellent planning, budgeting, monitoring and evaluation skills.
  • Computer literacy. 
  • Strong evidence based analytical and writing skills.
